1. Construction College became union.
– University of multidisciplinary and multi-level (training of doctors, masters and bachelors); just training and retraining of workers for trade union organization, has trained human resources for society.
– Center for scientific research on various fields, especially in the movement of workers and trade union activities.
2. Strengthening the institutions, improving quality assurance staff in number to meet the requirements of the modern formal university.
3. Improving the quality of education management, improving the system regulation.
4. Strengthen infrastructure, modernize equipment and facilities for teaching, learning and scientific research.
5. Promote and develop effective foreign affairs, international cooperation in the field of training and scientific research.
